This year-long independent investigation of 15 private power companies, which generate some 25 percent of the nation's power, reveals that these utilities have lagged far behind in installing available equipment that would keep them from polluting the environment. According to Barry Commoner, the next decade will see the electric utilities industry in the front lines on the environmental battleground.
