A Misunderstanding in Time, Callendrical Dates and thus Astronomy

This book claims that the constellations beyond the ecliptic can also be used to determine an individual's personality and life experiences. This "Lost Zodiac" of constellations is said to be fixed by calendar date and one need only their date of birth (no time, location or year) for calculation of which "sign" they were born under. While it is not impossible that the constellations relative to the time of birth are relevant to an individual's fate, the author claims that one does not need a time, location or year to determine the constellation under which one was born - this is mathematically untrue due to the reality that time (and thus dates) are relative to specific location (coordinates) on Earth. It seems that the author is confused about how astronomical data is measured using calendar dates and how impossible it would be for a Zodiac to be divided using only fixed calendar dates.
